"Under Arpaio, Phoenix 'Tent City' Marks 18 Years."

JJ Hensley argues that Joe Arpaio’s tent city is rough on inmates, but as shown moments of effectiveness. He claims that tent city was a good idea when it was first proposed, but now is only about publicity. He also claims that Sherriff Joe Arpaio enforces a lot of discipline on inmates in tent city. Hensley develops this claim by first describing Arpaio as, “one of the most notorious and popular figures in Arizona history.” Hensley uses quotes to back up his opinion that being an inmate in tent city is hard. Lastly, the author includes many different perspectives on the topic by using a variety of quotes. JJ Hensley’s purpose is to explain tent city and a little bit of its history in order to honor its eighteenth birthday and to inform readers. This work is significant because it shows multiple perspectives on the view on tent city. It includes examples of riots, inmate sentences, and opinions.

"Several Thousand Protest Arpaio's Tent City."

The Associated Press argues that Tent City can seem to be harsh on inmates, but seems to be effective. He claims that housing inmates in tents sends a message to them. The Associated Press develops this claim by first addressing the critics of Joe Arpaio that were going to gather to call for a closure of Tent City. The Associated Press describes some of things Joe Arpaio did to inmates such as dressing inmates in pink underwear, housing inmates in hot Phoenix weather, and representing himself as a tough leader. Lastly the author uses a few of Joe Arpaio’s quotes to express his opinion. The Associated Press’s purpose is to inform readers on the protest of Tent City and brief explanation of Tent City. "Y E S VAC A N CY, N O TO L E RA N C E: Tent City Jail Saves Area Millions While Bringing Back ?Punishment' Of Prison."

Ryan Orr argues that the jail in San Bernardino should follow in Joe Arpaio’s Tent City’s footsteps. He claims that San Bernardino County jail is overcrowding and releasing many inmates who have not completed their sentences. Orr develops this claim by first addressing how much San Bernardino is spending and how Arpaio dealt with overcrowding by making tent city and pays a fraction of the cost. Orr uses factual information to explain how San Bernardino is trying to conquer the overcrowding jail system by spending money, while on the other hand Joe Apaio put up military tents for free, next to a dog pound and a dump. Lastly, the author uses quotes from Arpaio to express the sheriff’s opinion on releasing inmates early. Ryan Orr’s purpose is to inform readers on the topic of San Bernardino and Maricopa County’s overcrowding jails in order to persuade people that San Bernardino County should save money by following in Joe Arpaio’s footsteps. This work is significant because it includes important quotes from Joe Arpaio and has multiple facts about Tent City.
